To introduce cosmetic products into the Ukrainian market it is necessary to obtain a Sanitary and Epidemiological Inspection Report (SEIR) from the State Service of Ukraine on Food Safety and Consumer Protection.
A SEIR shall be issued for 5 years with further necessity to carry out new examination.
Moreover, for some types of cosmetic products, besides a SEIR, a Compliance Certificate shall also be made.
The process of introduction of cosmetic product into circulation lasts on average about 1 month and includes such steps:
detailed analysis of a dossier and accompanying documents
preparation and submission of an application to the expert authority together with technical documents and samples for carrying out laboratory analysis
examination of documents and laboratory tests of sample products
obtaining of a Sanitary and Epidemiological Inspection Report
development of packing materials and approval of them for production
